Mr. Anthony C. (Tony) Thomas served as the Deputy Inspector General for Intelligence and Special Program Assessments for the Department of Defense (DoD), and was appointed to the Senior Executive Service on March 10, 2013. He has more than 30 years of experience in the intelligence career field and has led and managed a myriad of activities, tasks and functions in direct support of Defense and national security objectives. In this position, he orchestrated major evaluations of intelligence activities, security matters, nuclear forces, and sensitive activities involving thousands of personnel and billions of dollars; identified operational shortfalls, removed potential vulnerabilities, while strengthening overall capabilities. He also presented crucial findings and recommendations to DoD senior leaders, President’s Intelligence Oversight and Advisory Boards, Congressional members, staffs and committees. Major recommendations and vital information forwarded to the White House/National Security Advisor; supporting the highest level of decisions. Prior to assuming responsibilities of this position, Mr. Thomas served in key leadership roles at the Defense Intelligence Agency (DIA), the Counterintelligence (CI) Field Activity, the Defense Threat Reduction Agency, and the Joint Intelligence Center Pacific; providing mission-essential intelligence and vital information to address a plethora of very complex issues, time-sensitive activities and countless operations. While serving at DIA, he also led CI partner engagement and outreach efforts with commonwealth partners and allies; successfully negotiating and securing a high-stakes multilateral intelligence agreement which streamlined timelines for information sharing/exchanges and strengthened mission-essential partnerships, which significantly enhanced actions in direct support of deliberate planning, global contingency operations, and crisis situations. Mr. Thomas began his professional career in 1985 as an Air Force intelligence officer. He served in numerous leadership positions at various headquarters and operational units to include the Strategic Air Command, U.S. Air Forces Europe, Air Combat Command, and Air Staff. He has been involved in multiple overseas deployments, air campaigns and operational contingencies including the Persian Gulf War and the Bosnian crisis. During these deployments, he successfully led and directed multinational military intelligence officers and targeting analysts; helped ensure the operational success of countless deployment activities and combat missions. While serving on the Air Staff, he was the “point-man” for coordinating Air Force policy and positions on congressional affairs affecting over $10 billion in Intelligence Surveillance and Reconnaissance (ISR) resources; helped guarantee timely decisions in the face of “quick-turn” Congressional inquiries, securing critical funding for existing and emerging program requirements. Mr. Thomas is also a recognized combat targeting expert; established first-ever Air Force prototype target intelligence production facility for autonomously guided and advanced munitions, as well as drafting the first-ever theater Concept of Operations for employing unmanned aerial vehicles for pre-strike and post-strike analysis. A native of Montgomery, AL, Mr. Thomas earned his B.S. degree in computer information systems from Alabama State University and his M.S. degree in business administration (aviation) from Embry-Riddle Aeronautical University. His military education includes Squadron Officer School, Joint Forces Staff College, and the Air War College. He is also a graduate of DIA’s Post Graduate Intelligence Program. In addition, he has completed the Senior Manager Course at George Washington University, the Federal Executive Institute and the John F. Kennedy School of Government at Harvard University. With over 30 years of dedicated and selfless service as a military officer and as a civilian in the federal government, Mr. Thomas has been recognized for his outstanding achievements and many extraordinary accomplishments, as well as receiving multiple medals and awards. He is also active in the local community; mentoring youth and aspiring leaders, as well as leadership coaching of managers and senior executives. Mr. Thomas resides in Maryland with his wife Carla. |
